Summary

The Chief Operations Officer leads and directs all Polar inside and outside plant operations as well as the associated short- and long-term goals of the Company. This includes but is not limited to: overseeing the construction of aerial and buried cable, telephone, and internet, transmission equipment, and transmission and switching facilities. Responsible for overall Network Security planning, development, and implementation of security standards and policies across the various Polar network elements. Provides guidance for Supervisors and implements training, safety and security standards for all employees within the department. 

The employee performing in this position shall be directly responsible to the General Manager/CEO. The employee shall cooperate and work with all other department managers for the maximum benefit of the company or as directed by the General Manager/CEO. 

The employee shall work a regular 40 hour week. This position does not qualify for overtime. The salary is to be determined by the General Manager/CEO according to the salary guidelines approved by the Board of Directors.

Essential duties and responsibilities

  • Provides strategic leadership for the Operations department by researching, developing, and implementing long- and short-term plans that enhance system performance, operational efficiency, and overall member experience.
  • Directs and oversees all network operations, field operations, customer service, outside plant, and facilities operations departments: including engineering, construction, maintenance, and servicing of aerial and buried fiber-optic and communication systems, as well as switching facilities, transmission equipment, and subscriber services (voice, data, and wireless).
  • Leads infrastructure planning, upgrades, and system reliability efforts, including preventive maintenance programs, emergency response planning, disaster recovery coordination, and continuous evaluation of plant conditions and system improvements.
  • Evaluates, implements, and integrates new technologies and service offerings, ensuring effective communication, training, and cross-departmental coordination to support successful adoption.
  • Manages operational resources and vendor relationships, including contractors, consulting engineers, purchasing practices, inventory control, and materials management to ensure cost-effective and ethical operations.
  • Provides leadership and oversight of personnel, including workforce planning, recruitment, training, supervision, performance management, succession planning, and alignment with company policies and safety standards in coordination with Human Resources.
  • Ensures regulatory compliance and organizational alignment, including adherence to RUS and industry standards, preparation of required reports, participation in policy development, and collaboration with executive leadership, boards, vendors, and internal stakeholders

Supervisory Responsibilities

This position has supervisory responsibilities for Field Operations, Network Operations, Outside Plant, Facilities Operations, Customer Service, and supervisors.

Qualifications

  • Comprehensive knowledge of computer systems, network technologies, and ISP operations (voice, data, and video).
  • Understanding of central office facilities, network hardware/software, and access equipment.
  • Knowledge of telecommunications industry practices, construction/engineering principles, and emerging technologies.
  • Familiarity with cybersecurity best practices, trends, and challenges.
  • Understanding of regulatory environments and their business impact.
  • Ability to read, interpret, and apply financial and technical documents.
  • Proficiency in Microsoft Office and general office equipment.
  • Strong leadership and supervisory skills.
  • Excellent written and verbal communication skills.
  • Advanced analytical and problem-solving abilities.
  • Strong organizational skills with the ability to manage workflow and complete projects efficiently.
  • Solid command of English, including grammar, spelling, and basic math.

A valid driver’s license, in good standing, and maintaining insurability under the Company’s insurance plan is required.
