Summary
The Network Operations Supervisor is responsible for the short- and long-range planning, design, and engineering, and maintenance of Polar’s ILEC and CLEC operations. Leads the network operations department in the development of products and services provided by Polar. Responsible for overall network security planning, development, and implementation of security standards and policies across the various Polar network elements. Evaluates new technologies and service offerings. Must be knowledgeable about computer operating systems, including Windows, Linux, OSI, and ISP networks delivering voice and data services. As well as knowledge of the internet and network technologies, languages, and platforms.
The employee performing in this position shall be directly responsible to the Chief Operations Officer. The employee shall cooperate and work with all other department heads for the maximum benefit of the company or as directed by the General Manager/CEO.
The employee shall work a regular 40-hour week. This position does not qualify for overtime. The salary is to be determined by the General Manager/CEO according to the salary guidelines approved by the Board of Directors.

Essential duties and responsibilities
- Oversees central office, remote switching, transport, and network infrastructure operations, including installation, acceptance testing, troubleshooting, maintenance, upgrades, trunking systems, subscriber carrier systems, fiber transport systems, IP protocols, and daily monitoring to ensure quality and reliability of voice, data, internet, and subscriber services.
- Designs, implements, maintains, and upgrades network infrastructure, security procedures, disaster recovery plans, and internet-related systems to support current and future service needs while ensuring compliance with industry best practices and evolving technologies.
- Performs advanced diagnostics, repairs, traffic studies, equipment evaluations, and system conversions/cutovers, while maintaining accurate records, supporting cost studies, and ensuring proper functionality and protection of central office equipment and facilities.
- Provides technical support and escalation assistance for internal staff and customer issues, while mentoring, training, and cross-training employees to optimize departmental performance and adapt to changing communication technologies and operational requirements.
- Assists the Chief Operations Officer with plant budget development, central office work order inspections, contracted equipment installations, employee relations, policy implementation, contract reviews, and other operational duties as assigned.

Supervisory Responsibilities
This position has supervisory responsibilities for the Network Technician Levels I, II, and III. Participates in the supervisor on-call rotation.
Qualifications
- Knowledge of computer operating systems:
- Windows

- Knowledge of best practices for security, maintenance, backups, and all proactive aspects of network maintenance.
- Knowledge of central office facilities, including:
- Digital switching technology
- Central office equipment to include traditional TDM, soft switch applications, and Cloud Switching Solutions.
- Knowledge of next-generation digital loop carrier
- DWDM, SONET, and IP transport systems
- Knowledge of internet and network technologies, languages, and platforms such as:

- Knowledge of computer and network hardware and software.

Education and/or experience
Bachelor’s degree (B. A.) from a four-year college or university; or a technical degree with related hands-on experience, or an equivalent combination of education, technical training, certifications, and relevant experience.
Certificates, licenses, registrations
A valid and insurable driver’s license in good standing under the Company’s insurance plan is required.
